Izvleček
Šolske knjižnice in knjižničarji delujejo v sistemu vzgoje in izobraževanja, zato to področje sistemsko ureja zakonodaja s področja izobraževanja. Pedagoški poklici so regulirani, zato sta stopnja in smer izobrazbe strokovnih delavcev v vzgoji in izobraževanju predpisani in določeni z zakonom, kar velja tudi za knjižničarja. Strokovno pa šolske knjižnice ureja in umešča v knjižnični sistem tudi knjižničarska zakonodaja. Zaradi te dvojnosti se je pogosto pojavljala dilema, kateri zakon in kateri predpisi, pravilniki veljajo za šolske knjižnice. V zakonodaji so se pojavljali predpisi in pogoji, ki so si bili v nasprotju. Decembra 2015 je začel veljati Zakon o spremembah in dopolnitvah Zakona o knjižničarstvu, za katerega ugotavljamo, da je nasprotja in nepravilnosti odpravil, pred šolske knjižničarje pa postavil nove strokovne izzive. Lahko trdimo, da je zdaj zakonodaja s področja izobraževanja in knjižničarstva usklajena.
Abstract
Amendments to the Librarianship Act and School Libraries
School libraries and librarians work within the education system, which is why this area is systemically regulated by education legislation. Pedagogical occupations are regulated and hence the level and course of the education of professional staff within the education system are prescribed and laid down by law, which also applies to librarians. School libraries are also professionally regulated and integrated into the library system by library legislation. Due to this duality, a dilemma often arose as to which law and which regulations or rules apply to school libraries. The legislation contained conflicting regulations and conditions. In December 2015, the Act Amending the Librarianship Act entered into force; it has been established that this act eliminated contradictions and irregularities, while posing new professional challenges for school librarians. It can be said that the legislation on education and librarianship is now harmonised.
